Inquiry Recommends Improvements to Boost Competition in South Africa’s Fresh Produce Market

PRETORIA – The Fresh Produce Market Inquiry has released its final report, outlining recommendations to enhance competition within South Africa’s fresh produce market. The inquiry, launched by the Competition Commission, aimed to identify features within the fresh produce value chain that impede, restrict, or distort competition.


Initiated on March 31, 2023, the inquiry involved extensive stakeholder engagement and in-depth analysis. It focused on three main themes: the efficiency of the value chain with a spotlight on fresh produce market facilities, the dynamics of key inputs affecting producers, and barriers to entry, expansion, and participation.


During a media briefing on Monday, where the report was presented, Deputy Commissioner and chair of the inquiry, Hardin Ratshisusu, highlighted the market’s potential for growth and inclusion. Valued at approximately R53 billion annually—excluding informal sales and exports—the fresh produce sector is poised for significant development.


The inquiry’s findings aim to pave the way for more equitable competition, encouraging broader participation and efficiency within the fresh produce market. The report’s recommendations are expected to guide policies and practices that support a competitive and inclusive market environment.
