Free State Head of Department (HOD) for Public Works and Infrastructure, Mosa Masimene, has denied allegations that she protected Khaya Radebe, the Director of Supply Chain Management, who is accused of misconduct involving R17 million.
The allegations surfaced after the Premier’s office claimed that Masimene instructed the State Attorney to withdraw charges against Radebe without justification, despite legal advice from the department’s legal team and the State Attorney.
Conflict Between Masimene and Premier Letsoha-Mathae
Masimene, who is reportedly in conflict with Free State Premier Maqueen Letsoha-Mathae, confirmed she received a letter from the Premier’s office demanding an explanation for Radebe’s reinstatement.
Radebe had been previously charged with misconduct by former HOD Ernest Mohlahlo. However, Masimene insists that his reinstatement was based on an arbitration ruling, though he was placed in a non-existent position.
Masimene Defends Decision
Masimene defended her actions, stating that she consulted the department’s internal legal unit before proceeding:
“I went to our internal legal unit and asked, ‘Have you done an investigation on this guy? Have you done anything? Is there anything that will compromise the process?’ They said no.”
“We have actually set it in the charge sheet, so this guy will not do anything, and we are paying him as a department. Then I told them I am going to take the guy back on the basis that you were requested to take him back, and he’s back, but there is nothing that is compromising.”
What’s Next?
The matter has raised concerns over accountability and governance within the Free State Public Works and Infrastructure Department. The Premier’s office has not yet issued a further response, but investigations into Radebe’s alleged misconduct remain a point of contention.
